Directive 2000/53/EC on the disposal of end-of-life vehicles stipulates that member States should put in place a national legislation so that the industry’s stakeholders can achieve a 95% recovery rate and an 85% recycling rate in terms of the weight of these vehicles by 2015. The countries must implement the means to ensure that the economic operators involved in the collection and treatment of out-of-use vehicles (ELV) achieve this target. Despite considerable efforts by European manufacturers and other industrial operators, the average rate reported in Europe in 2011 is below target.

ELV recycling in France is an extremely dispersed activity which relies on a lot of small, highly specialised companies. The ICARRE95 project helped infiltrate this milieu, gain insight into how it works, propose changes in terms of good practices and test processes which are now operational with a view to providing effective/optimal solutions for the recovery of materials from ELVs.
